Kite License in Punjab 2027

What a kite license costs for 2027, and how to apply online

A Lahore kite stall stacked with patang and gudda, the kind of seller that needs a licence

If you intend to make, move or sell kite material in Punjab, you apply online to the Deputy Commissioner and you pay for it. This page is about the application itself: what it costs, what you attach, how long a decision takes and what the certificate then lets you do. Which category you fall into, and when your category opens, is a separate question with a separate answer.

One note on spelling before anything else. You will see "kite license punjab" and "kite licence" used interchangeably, including by official sources. They are the same document.

What does a kite license cost in Punjab?

The notified rules set a non-refundable annual fee of Rs 1,000 each for manufacturers, traders and sellers, and Rs 5,000 for a kite flying association. Registration is valid for one year, so it is an annual cost rather than a one-off, as Dawn reported when the rules were notified.

The fee is the least significant number in this process. What the certificate obliges you to do is where the real cost sits, and that is covered further down.

What you need before you start

The portal's own requirements are short:

Manufacturers carry more than this. They need a no-objection certificate before production begins, a photograph of the production site, and they must upload production to the portal as it happens — conditions set out by the Lahore district administration when manufacturer registration opened on 5 September 2026. Production sites are inspected.

For an association, the application is made by the president or the general secretary rather than any member.

How to apply online for a kite license

  1. Start at the Basant portal and choose your category. The four buttons go to different applications, so pick the one that matches what you actually do.
  2. You are redirected to eBiz Punjab, which is the government's business-services platform and where the application is completed.
  3. Attach the documents for your category, including premises verification and, for manufacturers, the NOC and site photograph.
  4. Pay the annual fee. It is non-refundable, including if your application fails.
  5. Wait for the Deputy Commissioner. Under the rules, the DC verifies the contents of the application and the documents, and decides, within ten days of receiving it.

The certificate is issued by the DC of your district, not by the portal and not by any provincial office. In Lahore that is the Deputy Commissioner's office.

What the certificate actually permits

One activity, in one category, for one year. That is the whole of it. A manufacturer's certificate does not permit retail; a seller's certificate does not permit manufacturing. Businesses that do both hold both.

It also carries conditions that bite. The holder may deal only in material that meets the specification — cotton dor, maximum 9 tar, minimum 28 count, wound as a QR-coded pinna, no charkhi, and kites inside the approved size limits. Dealing in anything else is not a licensing breach to be settled with a fine. It is an offence carrying five to seven years and up to Rs 5 million, non-bailable, which is set out in the Act itself.

And a certificate is not permanent in practice. Ours was issued on 8 January 2026 with validity stated to 31 December 2026, and it has since been suspended by order of the Punjab Government. A certificate that exists is not the same as a certificate that is currently in force — which is the single most useful thing to understand about this system if you are buying rather than applying.

If you are checking someone else's licence rather than applying

Ask for the certificate, look at the category, look at the district, and look at the year. Then ask whether it is currently in force. The four questions worth asking a seller take about a minute and separate a licensed business from someone with stock in a van.

Frequently asked

How much is the kite license fee in Punjab?

Rs 1,000 per year for manufacturers, traders and sellers, and Rs 5,000 for kite flying associations. The fee is non-refundable and the registration is valid for one year.

How do I apply for a kite license in Punjab online?

Start at the Basant Festival 2027 portal, choose your category, and complete the application on eBiz Punjab with your CNIC, email, premises verification and fee. The Deputy Commissioner decides within ten days.

Is a kite making license in Lahore the same application?

Yes. There is one application for the province and it is decided by the Deputy Commissioner of the district your premises are in. Lahore is the district running Basant 2027, so most kite making applications are Lahore ones, and manufacturers were the first category the portal opened to on 5 September 2026.

How long does a kite licence take to be issued?

The rules require the Deputy Commissioner to verify and decide within ten days of receiving the online application.

How long is a kite licence valid?

One year. It is an annual registration, not a permanent one, and it can be suspended within that year.

Do I need a licence to fly a kite at Basant?

No. Registration applies to manufacturers, traders, sellers and associations. Flying from your own rooftop needs no licence — though the rooftop rules still apply to you.
