The Basant 2027 SOPs are mostly about one surface: the roof you stand on. The Punjab government issued the rules in May 2026 and set 30 December 2026 as the deadline for full implementation, which means they are not a Basant-week announcement to read in late January — they are a building problem to solve this winter.
These rules govern conduct. What may be flown, and what the line must be made of, sits in the Act and in the dor specification.
What roof is allowed?
Kite flying is permitted only on structurally strong and secure rooftops with a boundary wall at least three and a half feet high, and overcrowding is prohibited — the number of people on a roof may not exceed its safe load-bearing capacity. Punjab's senior minister put it plainly when the rules were announced: compliance is mandatory for every citizen, building owner and event organiser, as reported by Dawn.
Measure your parapet before you plan anything. Three and a half feet is higher than a lot of older Lahore roofs were built to, and a low wall is not something you can fix on the morning of 12 March.
The standard has since hardened. Walls and grills must meet that height and be structurally sound, unsafe or structurally unsound rooftops face an absolute ban on kite flying rather than a condition, and the Deputy Commissioner has been tasked with inspecting older structures. Building owners were told to complete repairs to rooftops, parapets and stairways by 31 December 2026, per Dawn's September 2026 report on the 2027 preparations. Treat the end of December as one deadline with two parts: the rules in force, and your roof actually repaired.
What is banned on the roof
- Running, jumping and hanging over the edges. Completely prohibited.
- Children near roof edges without adult supervision. Parents and guardians are directed to supervise continuously.
- Aggressively chasing a cut kite. The retrieval, not the kite, is what kills people.
- Overcrowding beyond the roof's safe load.
- Loud music, DJ systems and high-decibel sound. Noise pollution and disturbance of public order are out.
- Nuisance, harassment, obscenity and indecent behaviour, which the rules treat as offences under sections 290, 292-A and 509 of the Pakistan Penal Code.
A first-aid kit is mandatory and must be accessible at every premises where kite flying is organised. Rescue 1122 is the number in an emergency, and the rules expect you to have decided that before you need it.
Who is liable when something goes wrong
Building owners and event organisers are held jointly and individually responsible for accidents and violations. That is the sentence in these rules with the sharpest teeth, and it is why an invitation to a rooftop gathering is a legal position, not just hospitality.
If you are hosting numbers rather than family, there is a second step: when a rooftop gathering needs an NOC, and how to apply for one.
Why the rules went after roofs specifically
Because of what the last festival's own casualty report says. The Punjab Home Department told the Lahore High Court that 17 people died during Basant 2026 — twelve of them from falls from roofs, three from electrocution and two from falls from trees, per Dawn's report of the proceedings.
String injuries were real and numerous. Deaths, overwhelmingly, were falls. A parapet rule, a supervision rule and a no-running rule are not bureaucratic decoration — they are aimed squarely at the twelve. What happened at Basant 2026, and what it changed is the fuller account.
What to do before 30 December
- Measure the boundary wall and grills. Below three and a half feet, and the roof is not compliant as it stands.
- Book the repairs to the parapet, the roof surface and the stairway. That work is due by the end of December, and every mason in Lahore will be busy in the last fortnight.
- Decide your numbers. Safe load-bearing capacity, not how many people want to come.
- Buy the first-aid kit now, and put it where people can reach it rather than in a cupboard downstairs.
- Settle the supervision question — which adult is responsible for which child, before the day.
- If you are organising rather than hosting, check whether you need an NOC.
Enforcement runs through the Deputy Commissioners and District Police Officers, so the standard that matters locally is the one your DC applies.
