Selling kites in Punjab is no longer ordinary retail. Everyone in the supply chain registers with the government first, and the Basant Portal 2027 is where that happens. This page answers one question only: who has to register, and when their turn comes.
What is the Basant Portal 2027?
It is the Government of the Punjab's registration system for businesses involved in the festival, and it recognises four categories: manufacturers, traders, sellers and kite flying associations. Applications are redirected to the eBiz Punjab service, and the certificate itself is issued by the Deputy Commissioner of the district.
The portal is not a shop, a ticket office, or a permit to fly. An ordinary person taking a kite onto their own roof registers nothing. If you are buying rather than selling, the portal matters to you only as the thing a seller must be on.
Who has to register?
Four categories, and they are not interchangeable. A registered manufacturer is not thereby a registered seller.
Manufacturers — makers of kites and permitted kite string. The most heavily conditioned of the four.
Traders — wholesalers and distributors moving material through the supply chain.
Sellers — retailers selling to the public, online or over a counter.
Kite flying associations — clubs, associations and the people organising events.
The split matters more than it looks. Each certificate authorises one activity, so a business that makes kites and also sells them needs both, and a seller cannot lean on a manufacturer's paperwork.
Basant portal or eBiz Punjab: which is which
Two government systems are involved and people lose track of which one they are on. The Basant portal is the front door: it is where you pick your category and where the phase dates are announced. eBiz Punjab is the Government of the Punjab’s general business-services platform, and it is where the application itself is filled in, the documents are attached and the fee is paid. The portal hands you over; it does not hold your application.
That matters when you are chasing a decision. The status of a submitted application lives on eBiz, not on the Basant portal, and the certificate at the end of it is issued by the Deputy Commissioner of your district rather than by either website. Sellers and traders follow the same route when their phase opens in January or February 2027 — the category changes, the path does not.
Which phase is open right now?
Manufacturer registration opened on 5 September 2026. Sellers, traders and associations were told to expect January or February 2027, with the exact date announced later, according to Dawn's report of the Lahore district administration's announcement.
That staging is deliberate rather than administrative fussiness. Nothing can lawfully be sold until it has lawfully been made, so the makers go first and the retail chain follows once approved stock exists.
The practical consequence is the long stretch we are in now, where the festival is confirmed and advertised while no retail registration is open at all. A business planning around the festival date rather than its own category's opening date gets caught out. So does a buyer who assumes that anyone taking orders in September must already be licensed to deliver them.
What manufacturers have to submit
Manufacturer registration carries conditions the other categories do not. The Lahore Deputy Commissioner said makers must obtain a no-objection certificate before production begins, that portal registration is mandatory, and that production sites are subject to monitoring and inspection.
- A no-objection certificate, in hand before production starts
- The full premises address, which fixes where production may lawfully happen
- A photograph of the production site
- Production uploaded to the portal as it happens, rather than declared afterwards
One restriction disappeared on the same day registration opened. An earlier plan would have confined kite and string manufacturing to five designated zones — the Walled City, Misri Shah, Shad Bagh and Baghbanpura among them. It was withdrawn on 5 September 2026, and licensed makers may now produce anywhere in Lahore, at the address on their registration.
What registration commits a business to
The certificate is not a formality you file and forget. It binds the holder to the material specification: cotton dor only, maximum 9 tar, minimum 28 count, wound as a QR-coded pinna, no charkhi, and kites within the approved sizes. What the law says about dor is the page for that, and the allowed kite sizes are fixed in inches.
Breach the material rules and it stops being a licensing problem. Manufacturing, trading or selling banned material carries five to seven years and a fine up to Rs 5 million, and the offence is non-bailable — what the Act 2025 makes an offence, in full.
Our position on the portal
Our own 2026 certificate was issued by the Deputy Commissioner Lahore and has since been suspended by order of the Punjab Government, and seller registration for 2027 has not opened. So we sell nothing today. The certificate and the suspension notice are published on the front page rather than tucked away, because a seller who will not show you their status is telling you something.
Bookings can be made now and are confirmed with 50% advance, but delivery waits on two things: the Punjab Government announcing the season, and the certificate being reissued. Until both happen, nothing moves.
