Kite Making License in Lahore 2027

What a kite making license in Lahore needs for Basant 2027: the NOC, the premises check, the string specification, and where applications stand

Wound pinnay and spools of cotton kite string, the material a maker's license covers

Making kites or string for sale in Lahore now needs a license, and manufacturers were the first category the Basant portal opened to. This page is about that application specifically: what a maker has to produce that a seller does not, and how long it is actually taking.

If you only sell, or you are not sure which category you are, start at the kite license in Punjab, which covers all four and the fee structure.

Who this applies to

Anyone manufacturing kites, or manufacturing the string, for sale. Both are separate registrations on the same portal, so a workshop that makes kites and winds pinnay applies twice.

It does not apply to someone making a kite at home for their own roof. The rules are aimed at production for sale, and how a kite is made is a different subject entirely.

What a maker needs that a seller does not

Three things sit on top of the ordinary registration.

An NOC. A No Objection Certificate is mandatory before anyone may manufacture kite-flying equipment in Lahore. Without it there is no license, whatever else is in order.

A premises that will survive a visit. Field verification is part of this. Teams from the district administration inspect the place where production will happen, and they come back during the season to check that nothing prohibited is being made or supplied. A site photograph goes in with the application.

Specifications for anything you wind. String has to meet the prescribed specification — cotton, to the standard — and clearance comes before production starts rather than after. What counts as banned line is worth reading before you commit to stock, because the enforcement line on it is zero tolerance.

One restriction that was lifted

Manufacturing was initially confined to designated zones. That zone limit was withdrawn when registration opened on 5 September 2026, and kite and string making is now permitted across the city, subject to the license and the NOC.

If you held off because your premises sat outside a zone, that reason has gone.

Where applications actually stand

This is the part no official page will tell you, and it is the thing every maker in Lahore is asking.

Verification is running through the Assistant Commissioners, with field checks by Additional Assistant Commissioners and enforcement staff. The administration's position is that licenses follow once the Punjab government gives approval.

Set against that, the notified rules require the Deputy Commissioner to decide within ten days of an online application. The gap between the rule and the queue is the single most useful thing to understand about this process: apply early, because the ten days is a floor rather than a forecast.

These figures move. They are the latest we have seen reported and we update this page when that changes, but check the portal for your own application rather than reading a date off this page.

How to apply

The route is the same as every other category and is set out step by step on the license page: start at the Basant portal, pick manufacturer, and the application itself is completed on eBiz Punjab. The fee is Rs 1,000 for a year and is non-refundable even if the application fails.

What differs for a maker is the attachments — the NOC, the premises verification and the site photograph — and that a visit is coming.

What the license does not do

It permits manufacture. It is not permission to sell: selling is its own category, registering in its own phase, and a workshop that supplies shops wants to know which of the two it actually needs. It is also an annual registration rather than a permanent entitlement, and it can be suspended inside that year.

What registration commits a business to sets out the rest of it.

Frequently asked

How do I get a kite making license in Lahore for 2027?

Apply through the Basant portal as a manufacturer, complete the application on eBiz Punjab, attach your NOC, premises verification and a site photograph, and pay Rs 1,000. The Deputy Commissioner issues the license after field verification.

Do I need an NOC to make kites in Lahore?

Yes. A No Objection Certificate is mandatory for manufacturing kite-flying equipment in Lahore, and no license is issued without one.

Can I make kites anywhere in Lahore now?

The zone restriction was withdrawn on 5 September 2026, so manufacturing is allowed across the city — but only with the license and the NOC, and the premises is still inspected.

How long does a kite making license take?

The rules give the Deputy Commissioner ten days from the online application. In practice around 4,000 applications had been filed by 20 September 2026 with none issued, while verification continued. Treat ten days as the floor.

Is a string or pinna license separate from a kite one?

Yes. Kite manufacturing and string manufacturing are separate registrations, so a workshop doing both applies for both.

Kites, dor and everything that goes with them

Once the paperwork is settled, the rest is a short list. Kites by the tawa grade, 100% cotton dor on QR-coded pinnay, gloves and tape — all sold singly from Lahore at a published price. See the products and prices.

Selling is paused while our registration is suspended by the Punjab Government — see the notice. The products and prices stay published so you can plan, and we answer questions either way.
