Selling is its own category. A workshop license does not cover a shop, a shop license does not cover manufacture, and the two phases do not even open at the same time. This page is for the seller and the trader.
For the fee table across all four categories and the mechanics of the application, the kite license in Punjab is the page to read alongside this one.
When your phase opens
Makers were let in first, on 5 September 2026. The shop end of the trade waits: sellers, traders and flying associations are reported to open in January or February 2027, much nearer the festival itself.
That is further off than it sounds, because the portal is one queue and manufacturers have already filled it. Have the paperwork sitting ready rather than starting the week the phase opens, and watch the portal page for the date rather than waiting to be told.
What it costs
Rs 1,000 a year for a seller or a trader. Rs 5,000 for a kite flying association, which is a different thing and not what a shop needs. The fee is non-refundable, including when an application fails, and the registration runs for one year and is renewable.
The route
The same one every category takes, and it catches people out because it crosses two government systems.
- Start at the Basant portal and choose seller or trader — the four
buttons go to different applications and the wrong one wastes the fee.
- The portal hands you to eBiz Punjab, where the application is actually
completed and the documents attached.
- Neither website issues anything. The certificate comes from the **Deputy
Commissioner** for the district you trade in.
Searching for the eBiz kite seller form directly tends to land people in the general business-services platform without the Basant category attached. Go in through the Basant portal.
What a license obliges a shop to do
It is permission to trade, conditional on what you trade in.
Stock only what is lawful. Cotton dor to the specification, kites within the allowed sizes, nothing chemical-coated or metallic. What the banned line looks like matters more to a seller than to anybody else, because the stock in your shop is the evidence.
Buy from registered makers. A manufacturer's license is not transferable to you, and a seller cannot lean on a supplier's paperwork — but stock from an unregistered workshop is a problem that becomes yours at the counter.
Be checkable. Pinnay carry a QR code, and how to check one is legal is the test a customer or an inspector applies. A registered shop expects to be asked.
Expect the registration to be live. It is an annual registration, not a permanent entitlement, and it can be suspended within the year.
On that last point
Ours is suspended. Basant Shop's registration with the Punjab Government is currently suspended and our selling is paused because of it — the notice is on the homepage. We keep the products and the prices published so people can plan, and we answer questions either way.
We mention it here because a page about seller licensing written by a seller whose own license is suspended should say so rather than leave you to find out.
Do buyers need any of this?
No. The scheme covers the trade — makers, traders, sellers, associations. Fly from your own roof and there is nothing to register and nothing to pay.
What a buyer does need is a seller who is registered, which is the whole point of the scheme — checking a shop is registered covers how.
Frequently asked
Do I need a license to sell kites in Punjab?
Yes. Selling kites or string for Basant requires registration with the Punjab Government at Rs 1,000 a year, applied for through the Basant portal and completed on eBiz Punjab.
When can sellers register for Basant 2027?
The maker phase began on 5 September 2026. The seller phase is reported for January or February 2027.
Is a seller license the same as a kite making license?
No. They are separate registrations in separate phases. A business that both makes and sells applies for both.
What does a kite trader license cost in Punjab?
Rs 1,000 a year for sellers and traders. A kite flying association pays Rs 5,000. The fee is non-refundable.
Can I apply for a kite selling license on eBiz directly?
Start at the Basant portal and let it hand you to eBiz, so the application is attached to the right Basant category. Going to eBiz on its own tends to land you in the general platform instead.
