Renting a roof for Basant is now a real market with real money in it. For Basant 2026 the Walled City roofs — Delhi Gate, Bhaati Gate, Mochi Gate, Rang Mahal — went from around Rs 500,000 to over Rs 1 million, and the best of them reportedly reached Rs 2.5 to 3 million. Five-star hotels took rooftop space inside the Walled City, and public buildings including schools and the General Post Office on Mall Road put their roofs out to rent.
That is the top of the market, and it is not where most people are. This page is about the rental transaction at every level: what you are actually paying for, what to look at before you hand over money, and who carries the liability when the person who owns the roof and the person standing on it are not the same. Whether the roof needs a No Objection Certificate at all is a different question, answered in full on the rooftop NOC page.
What sets the price
Four things, roughly in this order.
The view. A roof that overlooks the Walled City skyline is a different product from a roof in a suburb. The million-rupee roofs are being bought as a view, not as a place to fly from.
How many people it holds. Priced per head at the top end, and overcrowding is now explicitly against the rules, so a seller quoting a capacity far above what the roof can safely take is quoting a number they cannot deliver.
Whether it comes with anything. Food, seating, a dhol, sometimes kites and dor. A bare roof and a catered one are not comparable prices.
How late you are. The same roof costs a multiple in the last fortnight. This is the single largest controllable factor in the whole Basant budget.
Inspecting the roof itself
Since the 2027 rules, the roof itself has a standard to meet, and a roof that fails it is not lawfully usable no matter what you paid. Check these in person, not from photographs:
- The parapet. Boundary walls and safety grills must be at least 3.5 feet high and structurally sound. This is the rule that the 2026 casualty record produced, and it is the one most likely to be quietly ignored by a seller.
- The structure. Kite flying is prohibited on structurally unsound roofs. A roof with cracked slabs or a crumbling edge is not a bargain, it is a liability.
- Where the edges are unprotected. Stairwell openings, water tanks, gaps at the corners. These are where people go over.
- First aid on site. Required at designated venues. If you are hosting, it is yours to provide regardless.
- Access and exit. One narrow staircase for eighty people is a separate emergency waiting behind the first one.
The full rooftop standard, including what is banned up there, is set out in the Basant 2027 SOPs.
The question rental deals leave open: who is liable
This is the part worth reading twice, because almost no rental conversation covers it.
The 2027 framework makes property owners responsible for the structural integrity and safety of rooftops used for kite flying. That responsibility attaches to the owner. It does not obviously transfer to you because you paid them for the afternoon.
What that means in practice cuts both ways:
If you are renting, you are standing on someone else's compliance. You cannot inspect a structure properly in ten minutes, and if the parapet is short you are the one standing behind it. Ask the owner directly whether the roof meets the 3.5-foot standard and whether any NOC that applies has been obtained — and be wary of an owner who has not thought about the question at all.
If you are letting your roof out, the responsibility is yours and taking rent does not move it. It also does not move if the people up there are guests rather than tenants.
None of this is legal advice, and a written line in whatever agreement you have — naming who is responsible for the roof meeting the standard — costs nothing and settles the argument before it starts.
When to book
Roofs move earlier than equipment does, because there are far fewer of them. The Walled City roofs for 2026 were reported booked well ahead of the festival, and the prime ones were gone first.
The compliance calendar pushes the same way. The rooftop rules carry a 30 December 2026 deadline, which means owners have to have brought their roofs up to standard before the new year — and a roof still being offered in the weeks before Basant that has done nothing about it is telling you something.
Book the roof, then buy the equipment. Equipment you can still get in February. A roof you cannot.
We run a listings board for 2027. The rooftops people have put up show the area, how many the roof holds, which of the flying days it is free, the parapet height and whether an NOC has been obtained or only applied for — so the questions above are answered before you call. Basant Shop advertises the roof and nothing else: the rent is agreed with the owner, and you should stand on the roof yourself before any money moves.
If you are not renting at all
Most of Lahore flies from its own roof, and the rules are the same either way — the 3.5-foot parapet, the supervision, the sound structure. The only difference is that nobody else is responsible for any of it.
Renting your roof out
The traffic runs both ways. A roof that already meets the standard and is sitting empty over the festival can be listed for Basant 2027: you give the details and photos once, the listing goes on the board above, and renters contact you directly. There is a one-off fee to advertise it, quoted on WhatsApp. We do not take bookings, hold deposits or take a cut of the rent — that is between you and whoever takes the roof. Roofs with a parapet under 3.5 feet are not listed at all, because the Punjab rules do not permit them.
Frequently asked
How much does a rooftop cost for Basant in Lahore?
For Basant 2026 the Walled City roofs ran from about Rs 500,000 to over Rs 1 million, with prime locations reported as high as Rs 2.5–3 million. Ordinary residential roofs away from the old city are a different market entirely.
Which areas have the rooftops people rent?
Delhi Gate, Bhaati Gate, Mochi Gate and Rang Mahal inside the Walled City are the ones in demand, because of the view across the old city.
Does a rented rooftop need an NOC?
That depends on the gathering, not on whether money changed hands. The rooftop NOC page sets out who needs one.
Who is responsible if someone falls from a rented roof?
The 2027 rules place responsibility for a roof's structural integrity and safety on the property owner. Paying rent does not obviously move it, which is why it is worth settling in writing beforehand.
How high does a rooftop wall have to be?
At least 3.5 feet, and structurally robust. A roof that does not meet it is not lawfully usable for kite flying.
