If you are flying with your own family on your own roof, you do not need a no-objection certificate. If you are hosting a gathering, the answer changes — Lahore made a rooftop NOC mandatory for kite-flying events during Basant 2026, and required rooftops hosting events to be registered.
The 2027 notification has not been issued yet. What follows is the 2026 standard, which is the best guide to what is coming and, more usefully, is something you can act on now rather than in January.
Who needs an NOC?
The line is between a household and an event. A family on its own roof falls outside it; an organised gathering — invitations, numbers, a host taking responsibility for people who do not live there — falls inside, and under the 2026 rules an NOC became mandatory where a gathering exceeded the permitted number of participants, as reported when the SOPs were issued.
If you are anywhere near the line, treat yourself as inside it. The cost of applying is paperwork. The cost of being on the wrong side is personal liability for everyone on your roof — building owners and event organisers are held jointly and individually responsible for accidents and violations under the rules announced in May 2026.
How to apply
The NOC comes from the district administration, which in Lahore means the Deputy Commissioner's office. The practical sequence is short.
- Fix the roof first. An application on a roof that fails the physical standard is a wasted application.
- Apply to the district administration with the address, the date, and an honest number of people.
- Expect inspection. The Deputy Commissioner has been tasked with inspecting older structures to identify unsafe buildings, per Dawn's September 2026 report on the 2027 preparations.
- Keep the certificate accessible on the day, along with your first-aid kit.
Watch the official channels for the 2027 process rather than assuming it repeats. Where it is published, it will be published by the DC and on the Basant portal.
What inspectors are looking for
- A boundary wall or grill at least three and a half feet high, and structurally sound.
- A structurally safe roof. Unsafe or structurally unsound rooftops face an absolute ban on kite flying — not a condition, a ban.
- Repairs completed in time. Building owners were told to complete repairs to rooftops, parapets and stairways by the end of December 2026.
- Numbers within the roof's safe load-bearing capacity, with the organiser responsible for managing the crowd.
- A first-aid kit, available and accessible.
- No DJ or high-decibel sound, which is prohibited regardless of the NOC.
Stairways are on that list for a reason worth pausing on. Twelve of the seventeen deaths recorded at Basant 2026 were falls, which is what the Home Department told the Lahore High Court. Nobody falls off a roof because of a kite; they fall because of an edge, a gap or a dark staircase.
If you are a tenant rather than an owner
Get the owner involved early, in writing. The liability sits with the building owner as well as the organiser, so an NOC application that the owner has not agreed to is not a plan. It is also the moment to find out whether the parapet is genuinely three and a half feet, rather than roughly, or in most places.
If the roof is still to be found, the rooftops board states each listing's parapet height and whether the owner holds an NOC, has applied for one, or says the gathering does not need one — the first thing to settle and the easiest to forget to ask. An owner whose roof already meets the standard can put it on the board for the season.
The rest of the rooftop standard
An NOC is permission to hold the event. It does not replace the conduct rules — supervision of children, no running or hanging over edges, no aggressive chasing of cut kites, no overcrowding. The full rooftop standard and the December deadline is the page for that, and it is worth reading before you invite anyone.
