Basant Outside Lahore

Basant 2027 is sanctioned for Lahore on 12–14 March

The Lahore cityscape under haze with an empty sky, no kites flying

Every announcement for Basant 2027 names one city. The three-day Safe Basant on 12–14 March is for Lahore. If you are in Faisalabad, Rawalpindi, Gujranwala, Multan or Sheikhupura, the question you actually have is whether that helps you at all — and the honest answer is that it mostly does not.

This page is about where flying is lawful in 2027. Where you may lawfully buy kites and dor is a different question, covered on the kite shop page. The statute itself, with its offences and penalties, is on the Act page.

The rule, stated plainly

Kite flying remains prohibited across Punjab outside the designated Basant dates. The sanctioned festival is Lahore's, on 12 to 14 March 2027.

Two things follow, and they are easy to run together by mistake:

The 10-day window is a Lahore festival. The permission announced is for Lahore hosting Basant on those dates. No equivalent festival has been announced for any other Punjab city.

The prohibition is province-wide. Outside the sanctioned festival, flying is not lawful anywhere in Punjab — including in Lahore, on 11 March, 15 March or any other day outside the window.

So the year has exactly one lawful window that has been announced, and it is three days long, in one city.

What this means city by city

Being straightforward about the limits of what is known:

Lahore. Sanctioned, 12 to 14 March 2027, under the rooftop standard and with lawful equipment.

Everywhere else in Punjab. No festival has been announced. Nothing published indicates that Faisalabad, Rawalpindi, Gujranwala, Multan or Sheikhupura has been given sanctioned dates for 2027.

That is a statement about what has been announced, not a prediction. Manufacturing has already been permitted in districts beyond Lahore to meet demand, which shows the framework is not strictly Lahore-only in every respect. Whether that ever extends to sanctioned flying elsewhere is a decision that has not been made public.

If you are outside Lahore, do not assume. Check with your own district administration rather than reading Lahore's dates as permission. A district that has announced nothing has not quietly permitted anything.

Why the festival is concentrated in one city

It is not favouritism; it is capacity.

The 2027 framework leans heavily on things that have to be physically present: inspected rooftops, first aid at designated venues, enforcement against chemical string, and a traceability scheme running from registered manufacturers through registered sellers. That apparatus was built after Basant 2026, when the Home Department reported seventeen deaths in Lahore alone — twelve of them falls from roofs.

Sanctioning one city for three days is what makes that enforceable. Sanctioning the province would multiply it past what can be staffed, which is the practical reason the window is as narrow as it is. The 2026 review sets out what that record actually showed.

If you are outside Lahore and want to take part

Three realistic options, in descending order of sense:

Travel to Lahore. The festival is a rooftop event, so this means arranging a roof, which is the scarce part. The visitor's guide covers it.

Wait. Flying outside the sanctioned window carries the penalties in the Act, and those are not nominal. A year is not long.

Do not fly quietly at home and assume nobody minds. Police powers under the Act are wide, the prohibition is province-wide, and "it was only a couple of kites" is not a defence written into it anywhere.

Buying versus flying

Worth separating, because they get conflated constantly.

Manufacture has been permitted in districts beyond Lahore to meet demand, and the seller and trader registration phase is expected in January or February 2027. So it is entirely possible for lawful equipment to be manufactured and sold in a city where flying it is not lawful.

Owning a kite is not the offence. Flying one outside the sanctioned window is. If you buy ahead from outside Lahore, you are buying for the festival, not for the weekend.

Frequently asked

Is Basant 2027 happening outside Lahore?

No sanctioned festival has been announced for any other Punjab city. The three-day Safe Basant on 12 to 14 March 2027 is Lahore's.

Can I fly a kite in Faisalabad or Rawalpindi in 2027?

Nothing published indicates sanctioned dates for those cities. Kite flying remains prohibited across Punjab outside the designated Basant dates, so check with your own district administration rather than assuming.

Is kite flying legal in Punjab on ordinary days?

No. It is prohibited across the province outside the sanctioned festival dates — including in Lahore, outside 12–14 March.

Can I buy kites outside Lahore even if I cannot fly them there?

Manufacturing has been permitted in districts beyond Lahore, and seller registration is expected in January or February 2027. Buying is a separate question from flying, and only the flying is restricted to the sanctioned window.

What happens if I fly outside the permitted dates?

The offences and penalties in the Punjab Regulation of Kite Flying Act 2025 apply, including police powers of search and arrest. They are set out in full on the Act page.
